Do I need to move the heat lamp?

I added chicks last night so I needed to set up a larger brooder box. I moved them earlier today and noticed that they are all sleeping together in a giant lump. I my first thought was to be concerned that they are too cold but they are around the outside edge of the lamp not directly under it. Do I need to move the lamp or are they just happy to be snuggled up together?
 
if they are just next to each other and not piling up on top of each other they are probably fine. When they are cold they also don't seem to fall asleep the way they do when they are comfortable.
