do previously missing feathers grow back during a molt?

My hens are missing a lot of back feathers due to my rooster. They all have saddles so they are protected but some of them have completely bare backs at this point. Will these feathers grow back when they molt? And will the rooster keep mating with them when they molt?
 
If feathers are continually plucked or rubbed out over years, it can lead to permanent damage, otherwise, all the feathers should grow back and be beautiful.

I had a hen suffering from a really bald back and wings who also seemed ill. She went into a molt and healed right up and is doing well.

They should grow back after the molt. The rooster will continue to mate them all year long. How many girls do you have for him? The general guideline for hens to rooster ratio is 10 to 1. Some need more.
