Do Pullets need their combs fully grown before they lay?

I'm wondering the same thing!! I'm not exactly sure how old my pullets are so i wasn't sure if their waddles and combs are an indicator of when to expect the first eggs. i have 4 different breeds but none of them seem to even have the slightest waddles yet so i think i have a month or more.
 
Some times the gal who looks least likely may be the first one to give you an egg. Kind of like, um... the varied development in a class of High school girls! And, some pullets never do develop large comb or wattles. Here in the cold north, I consider small comb/wattles to be a plus, and am breeding my flock to meet that criteria.
