Do these eggs need help?!

27 days with chicken eggs and no chicks out, I'm sorry to say I wouldn't expect any to hatch at this point.
I surmise that you don't have an accurate thermometer. When temperature is 99.5 throughout incubation and all other parameters are ideal, they should pop out like popcorn on day 21.
 
This is my first hatch so I'm super nervous. It looks like the inner membrane is rubbery. Do I wet it or apply yolk to it after I make a small hole? I've read instructions but I don't know what I'm looking at on my actual eggs. I'm thinking it's the membrane right below the shell...
 
There are two membranes right below the shell. The outer membrane is basically a lining on the shell. The inner membrane encases the albumen, yolk and embryo as well as extra embryonic membranes that feed the embryo. The air cell is between the two membranes. It is created right after an egg is laid, the contents cool and shrink. From that point on, the air cell grows as moisture transpires through the porous egg shell.

Ok, so it's the outer membrane I see
 
No it is likely the inner membrane. The outer membrane is basically glued to the shell and when there is a pip, they break through the outer membrane and shell simultaneously.
 
So these are chicken eggs. This is the 27th day. They all made super tiny pin holes about 3 days ago. Super tiny, I haven't see beaks poking out but light will shine through it. I'm trying to get pics. If you look at the pic I sent. At the bottom of the eggs they are to the inner layer. The white membrane, not the one that's around the chick. They move a lot. Reminds me of when I was pregnant and my son would move and you could see it even through my shirt. Help them hatch be very careful but they will run out of energy and die please help them ASAP
