I have been doing that, but since my raised veggie beds are new, I wasn't completely sure that the shavings would break down fast enough. I will add the dry leaves though now that I know that a layer of that will be beneficial to the decomposing cycle. My chickens actually do a fair bit of the "raking" since they scratch around in the beds a ton right now. I have been letting them at it, but come Spring, we will have cages for the tops of the beds to protect the veggies. Hens are such good composters!
I read a book called "City Chicks" since I am a backyard chicken Mom. We live in a town that allows us about 50/acre, but we currently only have 6 (4 chicks are a few eeks old).
