i know this is an old post, but for people who may come across this page on google, searching for the same answers, YES you can breed and keep coturnix quail. Nothing special ia needed. They supervisor of the game bird dept at the az dept of game and fish said they only monitor native breeds like the bobwhite. Even then the license and permit is $5/year and its for hobby game birds can also include bobwhites etc. Im getting my quail and chickens next week
