Do you need a permit to own emus?

I have another question. I live in northern in indiana and during winter sometimes the temperature can get down to -3. Can they survive that low of a temperature?

There are people in canada who have emu.. so yes they can survive the cold.. just make sure that they have a shelter available in case they want to use it.. "Raptor" on here (I don't remember his full user ID but he used to post quite a bit in the emu forum) has his shed set up with a heat lamp which his emu loves on those really cold nights...
