Do you have any other pics, maybe from the side? Do you happen to know what it's crossed with? Seeing that it has silkie feathers, it's likely silkie x ???, x silkie. It looks like a pullet to me.

I would not go with rooster just yet. I would love to see a picture taken from the side where we can see the tail. Depending on what it was crossed with you might have a pullet near laying age.
