Does anyone have any experience with heat packs in shipped eggs?

I have ordered eggs from a breeder in Ohio. It is too cold to safely ship them right now in Ohio. The breeder has suggested using a heat pack but they have no experience using them. I'm worried about the heat pack getting the eggs too warm & them starting to develop if not up there then here in Arkansas where it will be warmer. Should I buy 1 or wait for it to warm up?
