the only one I can think of thats QUIET is muscovy, but they can fly really well, even big drakes, my drake Squeaks easily wieghs about 12 pounds now, and he can get a good 5+ feet off the ground, thats IN the pen, I don't wanna see how fast the 'scovies would be gone outside the pen.

When is comes to quiet and duck you can't beat muscovies.
 
We just had 5 muscovies hatch, I pinioned them this morning. Which is removing the end of the wing on one side. It was really easy, only a drop of blood. They really didn't seem to notice or be in pain. This way I never need to clip their wings, which I worry about missing a cut and loosing one. The quiet issue was also really important for us, but so is not flying since we are in a neighborhood smack in the middle of the city (we do have a 1/3 acre backyard for them to enjoy though). Just another option for you to keep them grounded.
 
I have a few khaki campbells and they are not as quiet as the muscovy but they are quieter than the rouen and pekins we had before. I have never had to clip their wings to keep them in a 5' fence.

Industrious little critters!

My runner is quiet. My buff was the loudest thing EVER! I sold her along with a khaki drake after I hatched out one of their eggs. My buff/khaki cross is loud, but not nearly as loud as her mom was.

My welsh harlequin girls are pretty noisy too. Not loud enough to annoy the neighbors, but loud enough for me to notice. Usually they are only noisy when they first come out of the pen in the morning. They have to tell me about their night apparently

My khaki's were pretty quiet, but I don't know if that was my individual ducks or if the breed tends to be quiet in general.
 
To be honest, I think it all depends on each individual duck. Everyone that comments will probably have a different answer for you. In my experience, all of my ducks are fairly quiet unless something bothers them; then they crank up the noise level. My Cayuga is very quiet, but when she gets going, she quacks the loudest.
 
I just want to point out that muscovies are very good climbers being tree ducks rather than ground ducks. (notice the toenails, they are modified for grip!) I have had both clipped and pinioned muscovies climb out of uncovered runs.

Hopefully they won't be able to climb our 8' privacy fence. That is a pretty high vertical climb... on second thought watching spider duck might be cool...

I vote Muscovies. The breed really doen't make anything above a whisper and they are a fun type of duck. I'm not sure about drakes, but hens make great pets. I have heard, however, that Muscovy drakes get a bit territorial.

We keep our females with the chickens because unlike most other breeds of ducks, Muscovies don't need swimming water. They can do fine with only drinking water.

The girls will dominate over our chickens and will, if aggrivated by the birds, grab onto their feathers and hold on for dear life. But the chickens just learn to stay away. We have never had a serious problem keeping them together.

They are good fliers. I'm sure you can find a good diagram of 'clipping duck wings' on google.
