Does anyone know what breed this is? Also, is it a rooster? It was sold to my neighbor as a 2 week old New Hampshire Red. Now 9 weeks later it's obviously not one.

Leg color isn't quite right, but it resembles a Spangled OEGB.

Definitely a cockerel.
