I think I see a small beard and muffs on the blue one in the third picture.

Probably EE mixes, and probably pullets. It will become more apparent when they are older, so maybe post again in 2 or 3 weeks. Cute birds and good job rescuing them!

I'd guess pullets about 10 weeks old.

Not sure why you think they are siblings, they look nothing alike...
..but hatchmates, yes, same age.

Interesting, wonders how they ended up in a shelter?

They look like 8-11 week old EE mixes to me. Both pullets.
