I think it could possibly be dry fowl pox, a virus spread by mosquitoes that has no treatment. The other possibility might be favus, a fungus. It is treated with miconazole or Lotrimin, but use rubber gloves since fungi can be spread to you and other chickens. Looks like a start of Fowl pox. Treat with variolinum 30 (Homeopathic medicine) 8 drops per 100 ml in drinking water till cure.
