Does my hen have Mareks Disease??

You can tape her toes by making a shoe if she is walking around. It sounds like nerve involvement, which could be from injury and any of the possibilities that @oldhenlovesdogs mentioned. I hope that it is not Mareks, but you could get a diagnosis with a blood sample sent to this lab in Texas who can test for Mareks for about $20:

Most people get testing done after death with a necropsy performed by your state vet.
You might check into chicken slings and chairs if she cannot get around to food and water. Here is a link for that:

I am sorry you are going through this. It's awful when we humans feel so helpless and our birds need us. I have nothing to offer except the ache in my heart for you. If its something we just can't fix or help them with, it is so heavy and so sad. I feel I am looking down that road too. I don't give up easily and I won't quit if there is anything I can do, I just don't know what that is. That's why I turn to HERE. We are all caring souls here and we all cry with you because we know this pain. Miracles do happen. Miracles really do happen, you and your little black girl are in my thoughts and prayers.
Thankyou, I just wish there was something I could do to fix her, but at least she would of had the best life if she doesn’t recover.
 
The green skin on the left foot pad could well be bruising. When a chicken walks with toes curled under, that is called curled toe paralysis. It is a sign of riboflavin or b2 deficiency, Mareks disease, or nerve damage in the leg. I would give her 1/2 of a b complex tablet daily for about 2 weeks crushed into food or water for riboflavin, just in case.
 
Update: I checked her again yesterday and her foot is open and moving again, it is not curled up but she is still limping a bit. She can run really fast on it. Is that a good thing?

That sounds like a real improvement. Either the B2 riboflavin is helping or an injury casuing the curled toes is getting better. Let us know how she gets along, and so happy for you.

And also, I noticed that she has been lying down a lot, is that just becuase she is limping and getting tired out? 😦
