Does neutering a male dog keep him from running away?

yes the chihuahua is an angel-not his first year though-OMG. He was given to us at 6 months old and they never took him out he always went in the house-took over a year to break him. Now hes almost 8 and he is the sweetest thing ever-everyone loves him not yappy-biggest love bug ever.
The cocker will be 1 yr in Jan. now he is a love bug too but what a monster-the tree has been up 1 day and hes laready managed to pull it down-chew and break numerous bulbs etc...Im at my wits end! he was fixed 2 months ago and the humping has slowed down but he still does it to everything! If we are on him to go out every second he will go outside but if I dont pull his food and water by 8 pm there is messes everywhere when we wake up-he is crated all day with no messes in it when we get home and he will go the second we let him out-but he cannot be trusted unless hes sleeping!

Neutering him young will help keeping him at home when the neighborhood gals come into heat. With him being a beagle though he still might take off after rabbits and game he smells.
 
IF you're gonna get a dog, male or female, neutered or not, it needs to be safely confined so it doesn't roam even if it wants to. A roaming dog is sure to get killed one way or another and it makes the owner irresponsible. Besides, I would think if it's coming from the HS, it would be altered first before going home. We got a Beagle pup at 6 weeks (too early, I know) and started off crate training immediately using "How To Train My Puppy Fast Track System" by Trey Stevens! I am home during the day so we used the at home method and I cannot say enough good things about it. Shiloh is now 5 months old and completely housebroke. We had only a couple of accidents when we first started due to my son's inattention but I am a huge believer in using this method! Mr. Steven's ebook was a lifesaver for us as we had never had a dog before. We got Shiloh neutered recently and he still will hump his stuffed cow but at least he is leaving everything else alone. We never let him roam as his natural hunting instinct is too strong to trust him to the big outdoors! Bodily functions are done while on a leash to prevent his running off. Since your new pup is part beagle, be forewarned that they are a NOSE on four legs and it rules!! Have fun!
