This really is the best way to go - build as big as you can, the extra space will get used regardless if you have 4 or 8 birds in the end. That said, I understand space is at a premium in the city, so it might not be possible to "go big," but every bit of extra space you can squeeze into the run will increase the chances of minimizing problems down the road.
