Does this allow for pet chickens?

That phone number that Jaj121159 gave you is a great place to start. It sounds like what that man says will be law and he's who you will have to deal with if your friend decides to go ahead with getting chickens. If you want to fight it beyond that, then I suggest getting legal counsel.

I'd also be interested in the section that ordinance is in. Sounds like it might be within the commercial zoning code, intended for agricultural business. Our city code is similar in this regard - no mention of poultry as pets aside from nuisance, but strict (and expensive) zoning for ag business.
