Does this hatching chic look OK to you?

Yes, I think it was the right thing to do, I don't think it ever would have made it out, and yes, it was full term. They look fine now, I think I'm going to put them in the brooder now.
 
If your temps were running a little low the peeps develop more slowly which tosses the idea of being full term right out the window. You mentioned the other started to hatch on day 22? That is an indicator that your temps were running lower than what you realized.

FYI, I love the look of the one that had the trouble hatching. It is the sweetest looking little thing.

The other one hatched on day 21 just fine, so I don't think there was anything wrong with the temp. I collected eggs on different days, so I would have several hatches to practice more. That is why the second chick came out a day later. I have the dates marked on each egg, so I know when they should hatch.
