Well I am sure the problem with the rabies vaccine is a simple one....you can order anything that does not make it legal to use necessarily. If so, there would not be such a problem with illegal steroids for example.
Most states require a vet to administer rabies vaccines and to determine which type and bath of vaccine and to monitor it as a 1 year, 3 year etc etc. which also goes along with licensing the dogs.
In most states (I know Washington, California, Texas, Florida, North Carolina, Oregon, Kentucky, and Georgia) a vet is required to give it to dogs and cats horses are another thing altogether and you can order horse rabies serum online all day and night. Most people purchase a 4 in 1 or the 7 booster and think they are vaccinating for rabies when in fact they are not. Best way to know is check with your state vet's office.

In order to bring my dogs, chickens and ducks into the state of Kentucky I had to have: dogs: a health certificate, current rabies and other vaccinations by a vet with vaccination certificate. For the birds, a health certificate and certificate of pollurum, typhroid and influenza clear labs were required. Kentucky also separates livestock from poultry. The statute is entitled "Kentucky CHAPTER 257 LIVESTOCK AND POULTRY AND DISEASE CONTROL"

"Rabies Vaccination
The owner of any dog six months of age or older must have his or her dog vaccinated against rabies by a licensed veterinarian. This vaccination prevents the spread of rabies and protects the dog and the public.
Dog Licenses
The owner of any dog six months of age or older must have a license for his or her dog. Licenses expire on April 30th of each year. Animals should wear license tags at all times, so that they may be identified."
Specifics for the Illinois Code
"Official health certificate" means a legible record, made on an official form of the state
of origin, or the Animal and Plant Health Inspection Service of the U.S. Department of
Agriculture, and issued by a licensed veterinarian of the state of origin, a veterinarian in
the employ of the Animal and Plant Health Inspection Service, or a veterinarian in the
employ of the United States Armed Services, which shows that the dog(s) listed thereon
meet the health requirements of the State of Illinois. The official health certificate shall
contain the name and address of the consignor; the name and address of the consignee; an
accurate description or identification including age, sex and breed of the dog(s) involved;
and shall also indicate the health status of the dog(s), including the date(s) of
vaccination(s), type of vaccine, name of manufacturer, serial number, and amount of
vaccine administered.
"Officially vaccinated" means the inoculation of a dog with a vaccine as set forth in 8 Ill.
Adm. Code 30.90 of these rules; administered by a licensed veterinarian by the route and
in the amount recommended by the producer of the vaccine and for which a county rabies
vaccination tag has been issued and properly recorded on a certificate as prescribed by
the Board.
