Doesn't crow, but looks like a rooster?

I've had my Buff Orpingtons since June. They're a little over 6 months old now.

One of them doesn't look like the others and has more of a rooster comb than a hen spike on its head.

Could it be a rooster even if it's not crowed?

What does everyone think? Is it a hen or a rooster (its the bird to the right in the picture. The one to the left looks like all the rest)

Not all roosters crow a lot, from this angle, it looks the hackles are roostery.

Has hen feathers and everything. Sometimes hens with straight combs get pretty big and bright!
