It's a chunk of flesh or a clump of feathers hanging by a very small piece of skin or the root of a feather itself based on the pictures. It can be quite amazing at how devastating injuries can be for chickens and how little blood results from them. I recommend getting up under that wing and finding where that patch came from.

Oh no so sorry about this. My girls were attacked by 2 pitts running lose on 10/10. My rooster kicked those dogs butts, but was pretty injured, along with 3 hens. Took them all to the vet. When they get puncture wounds or bites from dogs they need antibiotics asap. I also have meds for their water. Idk what could be hanging but for me im all about better safe than sorry with my girls. Good luck, hopefully its just feathers.
