I was wondering, did you file a civil claim or a criminal complaint? I don't know the laws in your area, but in Texas you can file what is called 'dog at large' charges and they are handled as a criminal case. Every time you see the dog running loose, you can call law enforcement and report it as 'dog at large'. You don't have to catch the dog or even see it on your own property, just running loose. When the owner is summoned to court he is fined and for every time you report his dog running loose, he gets another charge and has to go to court again. Each time the fines increase. Usually people that don't care about the safety of their dog or your animals will at least care about the amount of money in their wallet. You might check into it...
