How is he doing thus far? How long does the band stay on for? I don't have livestock so i have never heard of this.

Some things are just evil. Starving an animal, beating an animal, etc is evil. It is wrong.

When you band goats/cows/sheep etc it hurts for about five minutes or so. They are uncomfortable just for a few moments, but it is nothing like it is with cutting pigs. Banding is much safer and less painful.
