What I would advise will not be pretty. Are you adverse to using a light duty solar powered fencer with a little hotwire around perimeter of pen? If you are OK with it then the deer netting option for top will be all that is needed to keep out raptors.

I am definitely going to add the plywood to the sides. But does anyone have any ideas for a roof? Something that would also keep out raccoons and opossum.

Also, don't forget to install an apron around perimeter and to close the gaps created by the corners and gates.

Tie pen down if using materials that do not let wind pass through. That was reason I explored deer netting in the first place. The rolling pens damage self and whatever they hit during storm events.
