My friend has a service dog with a photo i.d. Not only does he wear his service dog vest, but he has his official photo i.d. in the vest. If there is concern over whether people have legitimate service animals they should just be able to ask for the i.d. Anyone can make a vest for their animal, but a standard issue i.d. would be much more fool proof. I don't see how it would be discrimination to just ask to see i.d.
