Dominant Rooster Question

I recently came across 2 chickens. I have begun to believe that they are both actually rosters. The dominant bird coos in the morning but the other has never made any coo sounds. My question is whether only the dominant rooster will coo?

Usually the dominant one will crow the most. Sometimes the other will crow a little, sometimes not.

The dominant rooster will peck at the other more often.
