16 weeks old. I was told this was a barred rock pullet. I'm guessing it's a Dominique because of the comb. Face seems very red, so I was wondering if she could be a he?

That is a Dominique. Barred rocks have single combs, that bird has a large rose comb.

The barred coloration is sex-linkable. Meaning, you can sex the birds by coloration. Males have more white in their barring, yellower legs, and hatch with a larger white spot on their heads. Hens have more black in their barring, and darker legs.

On a rare occasion, this isn't true. Your bird is one of them. You have a cockerel with hen coloration.

The bird has hen coloration because it's not a 'pure' Dominique. That's a mixed cockerel.
