In my opinion, a drafty coop has "ventilation" holes that are at a place where chickens can feel cold air rushing in. For example, a large window or crack in the wall right at roosting level would create what I consider to be a draft. On the other hand, a well-placed ventilation hole up high where the chickens can't reach it provides ventilation without a cold draft.
