Drake not breeding...?

I currently have all 3 WH in a breeding pen but I've noticed that our drake isn't mating with them. Our ducks are super loud when being bred but so far I haven't heard any noise from them.
I've had them separated for almost 6 weeks now. I gave 6 of the eggs to someone for free to incubate last Monday but she told me yesterday that the eggs show no signs of any development.

One of the females did escape earlier today while I was trying to feed them and our other drake attempted to mate with her but I was able to prevent him in time. The female was put back in the breeding pen.

Is there anything I might be able to do to encourage him to mate with them?
 
Okay just wanted to clarify.
How old is your drake and hens?
How big is the breeding pen?
Is there a pool or swimming area available to them in the pen?
No sure on age of the drake as I got him from someone.
The hens are 2 years old.
I'll have to measure the pen. I'm not sure.
They have a plastic tub that they get in using a ramp.

Hmmm that is odd. The pen is adequately sized, they have access to water to swim and it’s been 6 weeks. He should be having no issues. Was 6 weeks ago when you first got him and introduced him to the girls? The only thing I could think of is him still adjusting to the girls. Sometimes when I have introduced a new young drake to older girls it takes a bit of time for him to feel comfortable enough around them to mate and them to allow it.

I got him a few months ago.
The people I got him from said he bred their hens a lot and they hatched out many ducklings
