It's the art style that is most often used in Japanese comic books and anime. There are many different styles that individual artists use, but the "stereotype" is usually a person with crazy hair, large eyes with oval pupils and irises, and sometimes a weird outfit, too.

Boruto and Naruto?
The only Ruto I know is a Zora from LoZ...

I know pretty much nothing about Naruto and Boruto, honestly. I like manga, but I don't usually do the mainstream stuff like that....
My knowledge of those two things is that ninja people use ninja techniques to do cool and sometimes very flashy, very crazy, ninja things.
