Dried outer membrane?? Help!

Chick pipped, and has been regularly trying to poke beak at same area and also peeps a lot but has made no progress over several hours despite her efforts. Is there something wrong, would we potentially need to assist? No other eggs in the incubator have pipped. (humidity has been around 70% throughout lockdown and have not opened the incubator at all)

Just want to know if I should at least remove the dried membrane or a bit of shell around where she's pipped, or whether to leave it longer

It can take up to 24 hours or more to hatch after external pip
