Do you know what Marek's disease is?

Yes, I've read articles about it. Just seems like he doesn't really have strong enough symptoms for me to accept that as the diagnosis. I've checked and his legs are not paralyzed. He's Just not able to manipulate them how he wants. I've been keeping on eye out for more Marek's signs but this is it for the past few weeks

Here's the handsome devil. Doesn't seem to be getting worse. Kronk is still doing his thing and trying to keep up. This one he's trying to stay balanced

I was feeding him organic Layer feed 16 weeks+ and read on here that roos do better on mixed flock or chick starter.

I don't remember you mentioning that he's crossed beak.
It's possible his problem is nutritional.

Does he seem to always be trying to eat? Crop is full when he goes to roost?
I would weigh him now, then track his weight at least once a week to see if he's gaining weight.

Let's revisit this food thing. He was doing pretty good when he was eating layer Pellets, but you switched him to mixed flock or chick starter. Which did you switch to? Also is that Pellets or Crumbles?

If you are feeding crumbles, try offering them wet, see if he can eat those better. I would still give him vitamin therapy of 400IU Vitamin E and 1/4 tablet B-Complex daily. Preferably direct dose him with the vitamins instead of adding to feed so you are sure he's getting them.

Yes, I have noted he is fed fermented feed + yogurt due to his crossedbeak. His crop is full every evening and empty in the morning.
He was on chick feed, they graduated to layer feed (still fermenting) and that's when I noticed the decline in health. Not sure if it was a coincidence so to be on the safe side I switched him back to chick feed (crumbles (and fermented)). Has B complex daily.

UPDATE: He got well for about a month and just last week I noticed a decline in his health again. He is horribly unbalanced (regularly doing the splits) and basically "chicken crawling" on just his upper legs to get around while using his wings, he's so active and devours food still and drinks lots of electrolyte water. I've been giving him half a B complex vitamin a day with fresh "save a chick" electrolyte water. I plan on getting some poultry cell tomorrow, or a baby probiotic as well as some yogurt. He got better so much faster last time so I'm starting to worry and wonder why he is sick once again with the same symptoms? Any Insite will be greatly appreciated!
Notes:
-full crop at night, empty in morning
-NO eye or nose discharge/puffy face or eyes
-Normal poo
-Bright red comb and still tries to preen
-Does NOT forage, as he has a crossed beak and doesn't care to (gets chopped veggies
though)
-Doesn't like eggs, so that's not an option to feed him
-Has function of feet/legs, NOT paralyzed, he scoots around (angerly)
I currently have him in a sling so he's not constantly flailing about, he's so active! I also gave him his first Does of Vet RX, hoping that helps, but too soon to tell.
Like i said before, he's not droopy and looking like he's given up, so active, talkative, eats so much and drinks a healthy serving of water every day. The only thing that seems to be wrong with his is his ability to stand and walk.

I'm sorry it does sound like Marek's disease.
If you can take a sample of his poop for a fecal float to help rule out parasites that may be contributing to his decline that would be good.

I would focus on getting a nutritionally balanced feed into him and cut out the extras (veggies, scratch, etc.) Chick Starter or an All Flock/Flock raiser feed would be good.
If he's been getting B-Complex and Electrolytes for this whole time, I would cut those out for a few days then just give B-Complex (1/4 tablet) a couple of times a week or if you get the Poultry Cell then give that 1 or 2 times a week at 1cc per 3 pounds of weight.
