Dry Chicken Skin?

I was trimming my roosters nails when I noticed his belly is flaky. Does anyone know what I can do to fix this?

Is it winter or summer where you are located? His breast bone looks a bit irritated. Is he the only rooster? Has he been sleeping ipon the ground or spending a lot of time on a roost bar that might be a little rough?

It’s summer and he’s the only rooster but he does spend a lot of time on the roost. Will this go away with time or should I put some sort of cream on him?
 
If he is on a balanced diet (flock raiser feed) he shouldn’t need anything on it. They can get breast blisters that can turn into abscesses sometimes on the keel or breast bone. Why does he spend a lot of time on the roost? I have had a rooster who was afraid to leave his roost because of his 2 pen mates. They also would let let him eat and drink enough. Fish oil capsules can help the skin when it is dry, but if he is inactive due to pecking order or possibly a leg issue, I would try to remedy that.
