D'Uccle mix sizes

I decided to hatch out some of my EE eggs and found out my D'uccle rooster was active. I found this out when I hatched some in March and one had feathered legs. At the time Tiny my D'uccle rooster was the only one with feathered legs in my flock. The one circled in Red is his with a couple hatch mates. They are all regular sized but the last hatch they are 2 months, hatched in May and they are still smaller than their Sire. Will they grow bigger? Im curious about why 1 is full sized and 2 are still small. Picture of Tiny for reference.

Yep. At the time Tiny was my only bantam.
