From my four years of experience with these breeds, I would recommend Barred Rocks, Buff Orpingtons, or Rhode Island Reds for starters. I have found that they handle hot and cold temps the best, and are the easiest to tame. :)

But again, this is from my own personal experience.
 
I personally feel that you are wrong on both accounts. It sounds to me like you may have only had or met the few birds in the breed that are actually skittish or aggressive.

I have two Leghorns, and two Buff Orps, and those four are the sweetest of my seven hens.

It all depends all the specific bird, not necessarily the breed. But for the most part, Leghorns and Orpingtons are very friendly birds, if tamed correctly. Some birds are harder to tame than others though.

My barred rocks actually walked up to me:D But I couldn't go near my buffs. But I may consider getting Buff Orpington bantams

I highly agree here. Although, you will always have the breeds like the Asil, Cubalya, and Shamo that are just naturally aggressive, most breeds, with a little hard work, will be great with you. My Buffs used to be SUPER skittish, but now, after I've worked with them for a while, they follow me around the yard everywhere.

One of my Buffs used to be REALLY skittish, but when she was 10 weeks old she ate a string and it got stuck around her tongue way in the back. I spent three months syringe feeding her three times every day before her tongue fell off, and she learned how to eat on her own. Now she is my sweetest hen and follows me all over the house. (she lives in the house with me, so that I can make sure she doesn't have any trouble eating, and because the other hens started to bully her really bad)

So yes, with enough work, almost any hen can be tamed.
