Duck Birth Mark?

Several months ago I raised a Pekin duckling in my room. He's grown relatively normally (other than the fact that he is freakishly large,) but as soon as his feathers started coming in, I noticed a very strange group of feathers. On the top of his tail, there was a compact group of soft, fur-like feathers that came in bright yellow. They grew in long before his other feathers, and the spot never grew after that, it remains the same size and color as when he was a week old. He hates when I touch it, but other than that it doesn't seem like it's causing him any sort of pain or discomfort (though he did used to pick at it a lot before his adult feathers came in and covered it up.) I was watching my little flock from my deck, and I saw the same exact patch on his mother while she was cleaning herself. Is this some sort of birthmark? My phone is down at the moment so I can't add pictures.
 
Iam thinking its the oil gland, Altho your desciption makes me wonder

It is on the oil gland, but the feathers are very abnormal. Like the description I gave earlier, the feathers are very dense and compact compared to the rest. The way it came in was very strange too, I've never seen anything like it in my other ducklings. I have three in the incubator now that are either his half-siblings or babies, so I'll be waiting to see if they have it too. His father doesn't have it, so whatever it is may be dominant. They are also my first 3rd gen babies + my first 3-breed hybrids, as well as my favorite hen's first brood! They just went in the other day, but I am very excited. Sorry for super long reply lol.
