Duck Eye Question

I have this EXACT THING happening with a duck I rescued! Any news on what is happening or the cause. The ducks eyes were growing akin on them and there were little peep holes. It got slightly better after I took her to the dr but now hoth eyes have skin completely over them but her eyes are fine and intact. I believe she was as over bred and was not doing well so I decided to rescue her and give her a better situation.

In other words she can't see out of either eye? do you think it's Scar tissue from being over bred
