Duck feather and scale problem

Hi, I have an Indian runner/cayuga cross adult duck that is showing signs of wing feather deformities and a white scale that is forming around the eyes and the beak. She shares the backyard with a cayuga and an English appleyard. They are fed a specially prepared seed mix from the produce agent. The problem appears to be gradually worsening. The ducks have access to clean water and live in a very clean environment. Hope you can assist me, regards morrie.

Some pics would be helpful. An ingredient list of the feed would also help.

Have you checked for external parasites? They are not usual on ducks, but not unheard of either.
