Duck Foamy Eye, seems to be getting worse

I have a five month old female pekin duck that started having eye issues last week, around her eye got crusty and so I would wash it with warm water. It progressed to the eye getting foamy and affecting around the eye. I flushed her eye and have been putting Vetericyn eye drops in her eyes three times a day for a couple days. It seems to be getting worse, any ideas on what else to do?

Yes, I have a decently deep bucket of water that I keep out in the pen for them, I put a bit apple cider vinegar in it today because I saw it recommended on another thread

Yes, I can tomorrow morning. The bucket gets clean water every day, they also have a pool that gets new water less frequently. The pool only has water in it sometimes so I try to make sure the bucket stays full and clean

This is the house we have set up for them in their yard, it’s the bottom part of a chicken coop and a wooden box extension. They have access to this all day. Their water bucket is inside
