A one-foot fence can work, sometimes. When I moved to my house in November my ducks flew over my 4-foot fence a couple of times. They stopped doing that once they realized that there was nothing of interest in my neighbor's yard. Then I installed a 30-inch fence to divide my yard into poopland and a part for the kids. My toddler climbed over the fence a few times, and now there is a folded over section that is about 1'. The ducks have never gone over it, even though they are taller than it. They know to stay in their part of the yard.

Your duck garden could work, but it might fail completely. Just don't set your expectations too high. Ducks destroy plants.
