I have a secure run (1/2 inch hardware cloth on bottom three feel, 1" chicken wire on top, 6 feet tall with netting on top), that I put the ducks an dgeese into at night. They have a VERY simple A-frame shelter (2 sheets of 4x8 plywood, painted and held together with 2x4s, took me about an hour and a half to make by myself with a nail gun) that they use for shade in the summer, and very, very rarely any other time. I keep the food under there to keep it dry and clean though. They free range in the pasture area all day, but always get locked up at night to keep them safe from coons, coyotes and mountain lions (which we occasionally have right in the heart of town). Never lost one yet.
The first year I managed to get a water bed liner off of freecyle, ringed it with stones to keep the side up and that was their pond. Last year we picked up a cow watering trough for $100 (they are usually $250) and they LOVE it!
I figure if they have shelter from the worst of the weather (heat or bad storms), they'll use it if they want to, and if not, I know it's there! they deal with 110 degrees to nearly zero without a problem. (They may handle colder, but it hasn't gotten colder since I started raising birds).
