The neurological one. The vet told me she was unsure if it was neurological or weakness. Does it look more neurological?

My first suggestion would be taking her to a vet, if you think the one you took her to previously wasn't much of help, find another one, she is not in very good condition. She needs some diagnostic testing done, she looks to have some serious neurological problems that need to be addressed.

Lots of things.

Neurological damage, a vitamin deficiency likely in either thiamine (B1) or vitamin E, bacterial or viral infection, neoplasms, metabolic diseases, fungal or parasitic infections, exposure to toxins, and a few more.
