duck tilting his head????

One of my 10-11 month old Rouen drakes is tilting his head to the side. I don't know if they can develop wry neck at this age, but I kind of don't think that's what it is. He keeps shaking his head and I saw somewhere on here about ear infections. Could that be the problem or could it be early wry neck? How do I treat this? I feel so sorry for the poor guy..
