Duck With Eye Problem-pic- Help!

Hello,

My indian runner Rosie seems to be suffering from an eye issue. I have treated her and her buddy Lilly (indian runner as well) with a topical ophthalmic antibiotic, this photo was take 8 hours after the first application, could she be allergic to the antibiotic?
Should I go ahead and treat the rest of my flock (4 chickens)?
Is it possible its not an eye infections???

I'm not sure about ducks, but if the antibiotic eye ointment isnt working, it most likely could be a respiratory problem as is usually the case in chickens. If it's viral, antibiotics wont help. If it's bacterial, you could use tylan 50 injectable... not sure of the dosage for ducks though.
 
Ducks are prone to a condition called "foamy eye" which involves a foam-like discharge from, and inflammation around, the eye (especially the conjunctiva). I don't recall the treatment, although I believe it is an oral antibiotic or anti-microbial (to be put into their drinking water). A web search should uncover that info, as it is a common ailment in waterfowl.
