Duck wont/cant walk

I have a 1 year old Pekin who started having trouble walking about a month ago. We think he probably got his foot stepped on while chasing the dogs around. He started limping and his foot/leg started to get swollen, so after a couple days with no improvement we took him to the vet, who did a steroid shot and wrapped his leg. after 3 or 4 days it was only getting worse, so we took him back and she put him on an antibiotic course. Long story short that did not help and he stopped using that leg altogether. Now after 3-4 weeks he has stopped standing on the other leg too and mostly just sits in one spot all day, but when he does need to move around he flops forward with his wings and isnt using his feet at all. we have to put him in the pool to get him to clean himself and he usually seems to want back out after only a minute(very atypical of him) and just wants to lay in the hay. Any ideas/suggestions on what can be done for this guy? He was such an active little duck before but now he just lays around all day and we feel terrible about his quality of life, help!
