Duckling bill is shorter than bottom bill

I just received 4 new ducklings today and i noticed one of the top bills is shorter than the bottom one. I don't think she is eating at all or very little. I have seen her drink some water but not as much as the other 3. What should I do?
 
Here are a few pics. Still not eating this morning while the others three run back and forth from food and water.

Until someone comes with helpful information I would help it eat and drink.
I tried but I could get any food in its mouth. Never
I have heard of people cutting the top bill short to stop extreme feather plucking. So in theory the little guy might be able to eat and he might live.

I ordered these from Metzer Farms so I am sure they didnt cut them. I think it may be a birth defect.
