Duckling experiencing eye problem

Hopefully someone can point me in the right direction. I have a muscovy duckling that is around 3-4 weeks old. His eyes are very teary and he trys to rub them often. The inner eyelid looks swollen and whitish in color. I have been trying terramycin but don't see it getting better. Would there be anything I can give him orally also? Or what would be best? He is the only one with the eye issue and its been over a week. He is eating/drinking fine.

It may be that his eyes are irritated. Does he have regular access to water to blow his nares out? What kind of bedding is he on, and how often is it changed?

Terramycin is effective for injuries and infections, but your duckling may have sensitivities to something in his environment (even if the others aren't affected).
 
Yes he has regular access to water and he was living outside. His eye looks infected not sure if you were able to look at the pictures. His eyes are watery, itchy, inner eyelid is swollen and looks white instead of clear. I found another duckling like this a couple months back that looked the same and it was an infection.
