Duckling help!!!! - pictures added

My duckling, 4 days old, keeps breathing like he’s panting, or with mouth open. I’m not sure if it’s panting, got a respiratory issue, maybe choking? His nasal holes seem to closed or something. My other duckling has clear nasal passageways however this ones seem to be blocked. I can’t figure out how to add a video but I’ve added pictures! please help with any info or suggestions to help!

He appears to be hot. Do they have deep enough water that they can completely submerge their bills?
