Duckling is sick

Please help. My little duckling is sick and I don’t know exactly what is wrong with it. It sneezes and eyes are tired. Also, recently her throat or neck has become significantly swollen when eating and drinking

Is their heat lamp too hot or too low? What are you feeding them? And does she have water deep enough to submerge her whole head in?
