Duckling Losing Tail Feathers?

Hi there everyone! My duckling Gouda, who's 3 weeks and 1 day old, was starting losing her tail feathers. She had these feathers since I got her at 4 days old and I was wondering if it's completely normal for her to be losing them? She only has her down, fuzz, and her tail feathers so I don't think she's molting. Thanks in advance!
